Complete Rules Document

Most significant changes for 2017:

 *   Challenge Cup divisions will be limited to 32 teams.   Teams will be accepted in the order they apply and then bracketed by the same double blind draw procedure.
 *   Presidents Cup will now include a 18U division for both genders.  18U Presidents Cup champions will be advancing to the US Youth Soccer Region II Presidents Cup regional event in June 2017 to be held in Overland Park, Kansas.  There are currently no plans by US Youth Soccer to host a National 18U Presidents Cup.
 *  State Cup will now be limited to 12 teams for 18U divisions.
 *  State Cup 19U division will include 20U for one year due to the change to birth year registration implementation.  The 19U/20U will be a single division with combined players and/or teams.
 * 11U heading rules removed.  Heading rules for cup will remain the same as ISL.
 * 11U and 12U roster maximum updated to match the State Roster limits (16 players)
